On 24 November a combination of threats, bribery and bullying by Britain and the United States resulted in the United Nations General Assembly voting by fifty-three votes to twenty-four to recognise the regime of Kasavubu as the lawful government of the Congo. Three days later Kasavubu arrived back in Léopoldville in triumph wearing the gleaming white uniform of a lieutenant general to formally assume power as the official nominee of the UN. Lumumba must have known he had no time to waste. Later the same day, at around 8 p.m., he escaped from the residence during a massive thunderstorm. His destination was Stanleyville. As soon as the rumours spread about his possible escape Ambassador Scott took up the diplomatic cudgels on Park’s behalf. Park (and Devlin) needed to know that their quarry was on the loose and thus within their grasp:

I telephoned the UN Headquarters and said that this was not an acceptable situation: either the UN must officially and at once declare that Lumumba was still in the official Prime Minister’s residence, guarded by their troops, or else they must admit that he had escaped (with or without the connivance of his UN guards) … within the hour the UN troops had gone, the Congolese had searched the house and found that indeed Lumumba was not there.45
